Garth is a highly experienced Chartered Quantity Surveyor with over 30 years of post-graduate experience and serves as Director of Plus 3 Singapore. He possesses specialist expertise in cost and contract management, dispute management, dispute resolution and litigation support across a wide range of construction sectors. Based in Singapore, Garth has worked internationally, primarily throughout Asia, on rail, infrastructure, building, power and oil and gas projects and is widely recognised for his role as an expert witness, having provided expert testimony on more than 20 occasions in arbitration and litigation proceedings.

During his career, he has also authored decisions in over 20 adjudications and has substantial experience in presenting and negotiating claims at mediation. Garth’s expertise spans both standard and bespoke forms of contract across all stages of complex construction and energy related projects where he has gained extensive experience in quantum and delay assessments, the preparation of witness statements and the negotiation and settlement of claims.

Garth holds a BSc (Hons) in Quantity Surveying. Additionally, he is a Member of the Society of Construction Law, a Member of the Royal Institution of Chartered Surveyors (MRICS), an Associate Member of the Chartered Institute of Arbitrators (ACIArb), an RICS ACRE Accredited Mediator and an AIAC Accredited Adjudicator.
