Andre is a senior expert with over 33 years of international experience in construction commercial management, dispute resolution and quantum evaluation for major infrastructure projects.

Specialising in FIDIC frameworks across Europe and the MENA region, he has successfully resolved complex delay and disruption claims in rail, water and healthcare sectors. His portfolio includes leadership roles on landmark projects such as the Grand Paris Express, Doha Metro, RER A in France and Sweden’s Westlink rail hub. With particular expertise in tunnelling and rail, Andre is recognised for presenting cost claims in arbitration and managing high-value final accounts.

He holds MSc and BSc degrees in Civil Engineering, as well as an MSc in Business Administration. Andre is a member of the Order of Engineers and Architects (Beirut), and is fluent in Arabic, French and English.
