Moneer Khalaf is a highly accomplished construction and disputes specialist with over 33 years of international experience across the Middle East, Africa, Europe and the Far East. As Regional Director for the MENA region at Quantum Global Solutions, he leads complex advisory mandates involving high-value construction disputes, claims and strategic commercial advisory services.

Moneer brings a rare combination of hands-on project delivery expertise and top-tier dispute resolution experience, having held senior leadership roles in contracting prior to transitioning into consultancy. His last executive role was as Executive Vice President of a Grade A contracting company in Qatar, where he was responsible for overall business operations and delivery of major building and infrastructure projects. Earlier in his career, he held key project and commercial roles with leading international contractors, delivering complex projects including power plants, large-scale developments and infrastructure schemes.

Moneer has acted in multiple capacities including party-appointed expert, tribunal-appointed expert, adjudicator, arbitrator, mediator and expert determiner, contributing to the resolution of disputes across sectors such as infrastructure, oil and gas, power generation, transportation and high-end real estate developments. His experience also includes serving as a Dispute Adjudication Board (DAB) member on major dam and rail projects.

In addition to his dispute resolution work, Moneer provides strategic commercial and contractual advisory services, supporting clients in risk management, contract structuring, and claim avoidance. He has led and directed the preparation of claims and advisory reports on major projects worldwide, with a portfolio spanning over 30 countries and a wide range of sectors.

Moneer is also an active contributor to industry thought leadership, with published papers on forensic delay analysis and project disruption methodologies, including work presented at AACE International and published in leading engineering and construction law journals.

Moneer holds an MSc (DIC) in Concrete Structures from Imperial College London and a First-Class Honours degree in Civil Engineering from Queen Mary, University of London. He is a member of the Society of Construction Law, a Member of AACE International (MAACEI), an Associate of the Chartered Institute of Arbitrators (ACIArb), and a Listed Expert with the International Chamber of Commerce (ICC).
